Acts 2:4 reads, "And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance" (NKJV). The gift of speaking in tongues is a phonological and transformational mystery, and at Pentecost, apostle Peter declared this gift to mark the outpouring of the Holy Spirit.
The gift is the brilliance of God's righteousness, and this is the reason it is not meaningful to human understanding. Zero wonder it made some of the assembled spectators to mock or ridicule the disciples as inebriates or drunkards who have been intoxicated with new wine. More below!

"For if you have the ability to speak in tongues, you will be talking only to God, since people won't be able to understand you. You will be speaking by the power of the Spirit, but it will all be mysterious."
Speaking in tongues is not a natural talent or skill, but a gifted potential or ability inspired by the Spirit. This is the reason the latter part of our referenced Scripture noted that you will be speaking by the power of the Spirit, but it will all be mysterious.
Although people won't be able to understand you when you speak in tongues, let us examine the detailed explication of the divinely inspired occurence on the day of Pentecost:
Acts 2:6-12 reads:
"In amazement and wonder they exclaimed, "These people who are talking like this are Galileans! How is it, then, that all of us hear them speaking in our own native languages? We are from Parthia, Media, and Elam; from Mesopotamia, Judea, and Cappadocia; from Pontus and Asia, from Phrygia and Pamphylia, from Egypt and the regions of Libya near Cyrene. Some of us are from Rome, both Jews and Gentiles converted to Judaism, and some of us are from Crete and Arabia - yet all of us hear them speaking in our own languages about the great things that God has done!" Amazed and confused, they kept asking each other, "What does this mean?" (GNB).
Now watch this: Our referenced Scripture reads, "For if you have the ability to speak in tongues, you will be talking only to God, since people won't be able to understand you." But the literal observation of the event that took place at the day of Pentecost shows that the disciples incomprehensibly spoke a language or languages known to others, which implies that they spoke in tongues of men. How do we know this?
In Pauline epistolary and exhortatory address regarding a reverential revelation of the more excellent way, he started by saying, "If I speak in the tongues of men or of angels, but do not have love, I am only a resounding gong or a clanging cymbal" (1 Corinthians 13:1 NIV ). Therefore, in accordance with this versified statement, we can purposefully acknowledge that there are tongues of men, and that of angels.
The disciples spoke in tongues of men, which to them was an unknown or unlearned language. To that effect, the people who gathered were amazed that those speaking the tongues of their languages were Galileans! In other words, all of the assemblage of various religious groups heard the disciples speaking in other people's native languages, even though they were Galileans, which is simply denotative of the truth that the disciples spoke in unfamiliar languages incomprehensibly.
Beloved, the fulfilment of the prophecy of Joel in the book of Joel numbered as Joel 2:28 (ESV), which is described as God pouring out His Spirit on all flesh was mainly characterized by the supernatural ability to speak in a language (tongue) unknown to the speaker, but could be interpreted, in order to reveal its true meaning. To that effect, Pauline epistolary expression numbered as 1st Corinthians 14:13 reads, "Therefore, one who speaks in a tongue should pray that he may interpret" (ESV), and I will expound this verity in the next article.
